Abduction of an Ingushetia Resident in Mineralnaya Voda
December 29, 2009 - At about noon, at the railway station in Mineralnaya Voda, unidentified security forces allegedly abducted Ingushetia resident Rashin Maksharipovich Inal, who was born in 1987 and registered at this address: the Republic of Ingushetia, Plievski municipality, Nazran, Kraynyaya street 10.
December 30, 2009 - Rashid Inal's grandfather, Tamerlan Inal, brought a written statement to the Memorial headquarters in Nazran. From his words, it became clear that on December 21, 2009, Rashid went to Samara for a test session at the local university, where he takes distance learning classes. On December 29, 2009, Rashid left Samara to return home on the Novokuzznetz-Kislovodosk train. His friend was riding with him in the same car. At the rail station in Mineralnaya Voda, two men in civilian clothes got into the car with them. They showed identification of employees from Criminal Investigations (one of them was named Aremom Sumeyko) and asked them to show their passports. After they checked the documents, they asked Rashid to go with them to the police station, after claiming that he had a false passport. Taking all his belongings with him, Rashid followed them. Since that time, there has been no information about his whereabouts. His relatives sent a written request for help finding Rashid to the ROFD in the Nazran district, RI security agency, RI prosecutor. They also gave a statement to the human rights organizations in Samara and Mineralnaya Voda.
Rashid Inalov is the brother of Orshan Maksharipovich Inalov, who was killed on July 25, 2009 on the border of Karabulak in the explosion of a BAZ-2107 car. There were three other Ingushetia residents in the car: Grihan Muratovich Chabiyev, who lived at Pliyevo, Murzabekova Street 25, Hazir Nuradinovich Doshoev, who lived at Karabulak, Moskovskaya Street 26, and Ilez Borisovich Pliyev, born in 1982, who lived at Pliyevo, Oskanova Street, unknown building.
According to official information, the reason for the explosion could be spontaneous detonation of explosive devices, and that the people in the car were preparing to do a terrorist act on the territory of the Republic. On that day, not far from the site of the explosion, employees of the UFSB RF in RI conducted operational-search measures, in the course of which two gunmen were killed. In the area, there were two empty cars that were mined by the special operations. The relatives of Pliyev, Doshoev, Chabiyev and Inalov consider that their relatives were killed by the special operations who then faked the spontaneous explosion.
On November 4, 2009, aother resident of the Pliyevski area of Nazran, Alishan Pliyev, was also abducted by unidentified intelligence officers and now remains missing. His cousin died in the explosion with Rashid Inal's brother.
As of January 11, 2010, the whereabouts of Rashid Inalov and Alishan Pliyev could not be determined.
